Today with confidence it is possible to assert that the world would be much quieter also much more transparent, if not Putin’s person. In a current of last tens years this person from the simple, imperceptible officer of KGB “has grown” to the world scarecrow-monster which is endangering peace on a planet. On mind the analogy to another the imperceptible, German corporal involuntarily comes, in due time. However, similar «Mein Campf» Putin yet has not written anything, but his personal plan “Barbarossa” directed on capture of the Georgian territories with the subsequent expansion there of military bases, unfortunately already a reality.
Recently published new Russian military doctrine involves the world in quite predicted «hot days» and even the years much more dangerous, than global warming. Not casually «Kremlin Nostradamus» – Zhirinovsky asserts that Georgia is only florets, after all Mr. Putin of words on a wind does not throw. And it is valid, according to Putin «caucasus is integral sphere of interests of Russia and nobody should pry into this region». For this reason Russia, under the direction of Putin has begun not which policy of “blood feud” against the people of caucasus. For this reason the second Chechen war, which victims as a result of terror and «ethnic cleanings» steels about 600 thousand persons has begun. And today against the destroyed Chechen cities and villages, war leaves on territory of Ingushetia and Dagestan.
In «full beauty» Putin’s character was showed during the Georgian conflicts. His behaviour became some kind of a classical example of personal qualities of pupils of “universities” of KGB, their practical skills. And, to understand original causes of the Georgian conflicts, it is necessary to analyse in brief at least history Russian – the Georgian relations in Post-Soviet time and a predominating role of Russia in intensity forcing in relations between these two states.

Terribly, but the fact – the world community thus within 18 years is indifferent observed creeping expansion of Russia to the region, led as a result of direct occupation. At Putin’s president conflicts have received «the second breath» and leaders of separatists have more loudly and more loudly started to declare all what never to return to structure of Georgia and will join Russia.
The Putin top from its part in every way supported these moods, encouraged separatists, armed illegal military formations, setting them on the Georgian. The unprecedented action in the world on the Russian certification of citizens of the independent state – Georgia in its lawful territory has been carried out. As a matter of fact is there was certain “privatisation” and raider capture of another’s territory! The war phantom soared in air and Putin’s efforts and his puppets – Kokojty and Bagapsh – it has burst.
The August war of 2008 year provoked by Putin, has brought with itself destruction of the Georgian military and civil infrastructures, ethnic cleanings of the Georgian population, hundreds killed, thousand wounded men, ten thousand refugees. The burnt villages, occupation and assignment of 1/3 territories of the small independent country.
Analyzing results of August war, today’s rhetoric of the Kremlin and the new Russian military doctrine, politicians and political scientists come to opinion that at performance next «Putin’s plan» the Kremlin could not carry out «the program a maximum» – to occupy all Georgia and to appoint the head of this state the next puppet. At such scenario, taking into account absence of problems with Azerbaijan, the Kremlin would become the absolute master of the Caspian and Central Asian oil and gas resources. And Putin would turn to the emperor of the huge oil and gas empire, capable to dictate the conditions to Europe. For this reason on a surface there is an idea that war with Georgia and confrontation with the world community the far not finished history.
The intensification of escalating of the military force supplied with a heavy machinery of offensive character in occupied Georgian territories, updating of doctrines of 58th Russian army in the North Caucasus, hysterics round NATO doctrines in Georgia with participation of only 1000 military men, a hysterics concerning imaginary expected Georgian aggression – all it perfectly illustrates plans and intentions of Russia in relation to Georgia. The global scale of these plans becomes even more obvious taking into account obvious aspiration of the Kremlin to a reconstruction of the Russian empire on which way as the bone in a throat was got stuck by the small independent state.
Nevertheless, putting into practice imperial plans, Putin on a regular basis carries on negotiations with leaders of the European countries, lobbies «northern and southern streams». And if meetings with scandalous leaders as, for example, Berlusconis are explainable Putin’s frequent meetings with Turkish the prime minister – minister Erdoganom causes the serious
Anxiety for destinies of caucasus. However, and Europe the unenviable fate of the territories covered with malignant metastasises of the Russian pipelines is prepared.
Putin’s January gas “games” with Ukraine, Europe accompanied switching-off from gas streams, undoubtedly, have been directed on showing to all world «who in the house the owner». Thus the political and economic actions, and also real information war, Putin has achieved destabilization of position in Georgia and deep political crisis in Ukraine. Putin does not miss the slightest possibility in subversive activities against this country. «The fifth column» East Ukraine, financed from the Kremlin – rather strong means for a possible partition of the country.
The number of politicians grows in Ukraine and Georgia putting forward as a postulate necessity of friendship with Russia, even to the detriment of national interests. Well and Putin in a root does not perceive any equal relations that was already distinctly showed in mutual relations with Belarus.
For Putin and Yushchenko, both Saakashvili, and Lukashenkos who are carrying out independent of Kremlin to the policy – enemies of the Russian empire.
Vysokomernost Putin, his obvious unwillingness as equals to discuss current questions with leaders of independent member states the CIS, the destiny of this commonwealth which does not have for today any real prospects shows.
And in Russia, thanks to Putin «power verticals», already have somehow forgotten about democracy, development of a civil society is frozen, elections have turned to simple formality, the opposition is politically castrated, mass media are entirely subordinated to the Kremlin. Administrations in the Center and on places have wallowed in the corruption which monetary streams are systematically distributed on same “vertical”. Also it becomes sad and ridiculous simultaneously when you listen to verbalisations of formal president Medvedev about «a system and indefatigable fight against corruption».
As well as his namesake – Vladimir Ulyanov-Lenin, the present prime minister – the minister of Russia does not shun words, type to “hang up,”shoot, “wet or”destroy”. Words do not differ from business and at construction of his personal, special model of the Russian statehood based on total domination of bureaucracy by Putin, tightly accrete with the financial and industrial capital.
I can confirm – in Russia financial crisis has begun with an attack to Georgia in August of last year. Since August, 8th of 2008 of Russia have been deduced more than 20 billion dollars. Investors have been intimidated by Putin unpredictability, banks were closed. Later Putin in all has started to accuse, naturally, America, predicting its fast end.
Putin’s power is for the present strong. Also it is thought that at forthcoming negotiations of US presidents and Russia there will be certain “pause” during which time Medvedev will expect the recommendation of the prime minister if any question or the lifted problem is not stipulated in advance by the report.

At the analysis of present position with the President of Russia the scenario at which on “the manual” president will fall down all sins and dirty work (wars, occupations, revolutions and other adventures) that further the person has returned to the Kremlin «with clean hands and hot heart» quite arises. At Medvedev’s “appointment” as the president of Russia abundantly clear that the given idea dominated against the uttermost disrespect for the Russian Constitution.
In friends at Putin heads of the countries-derelicts, such as Syria, Iran, Venezuela, Libya, terrorist Hamas and Hezbollah. Russia sells the weapon to everybody, becoming 2nd supplier in the world, without caring at all against whom this weapon will be used. Thus, according to Putin and his Minister for Foreign Affairs Lavrova, arms supplies of Georgia like a mortal sin. For on idea of the Kremlin politicians at repetition of the Russian aggression Georgia should surrender without any resistance.

Naturally, Russia a member of the authoritative international organisations. Naturally, nobody can not be considered with the country possessing in the most powerful nuclear potential and the richest stocks of oil and gas. At the same time the voices, warning that quite often hysterical and unreasoned behaviour of the Russian leader (on what post he officially would not be registered) can be quite fraught with global accident are even more often distributed. Therefore to hope for psychological pressure upon Putin and to continue with Russia normal relations without application of drastic measures – a fatal mistake.
Hence, Putin’s problem is not only a problem of Ukraine, Georgia and other countries of the post-Soviet territory. It potentially a world problem, especially by possibility consideration «the second coming« Putin on Russian “throne”.
